Adds OSGi support / tests to Scala. Fixes SI-5822.

* Adds BND manifest generation to the build.
* Adds OSGi pax-exam testing infrastructure
* Adds simple OSGi verification test for bundle resolution.
* Modifies distribution to use bundles.
