Previously, adaptations like auto-tupling were checked
only on the last param section of an application.
This commit runs the sanity check always.

Continue the work started in SI-8450
(no "implicit numeric widening" warning in silent mode),
which was caused by going straight to the reporter instead of
using the context for type error reporting (which buffers in silent mode).
Ideally, this mistake should not be possible: typer should change
the current reporter to buffer where appropriate.

So that we can filter deprecations based on defining package.
Configurable error reporting will support a rule like:
"In compilation unit X, escalate deprecation warnings that
result from accessing members in package P that have been deprecated
since version V. Report an error instead of a warning for those."
TODO: remove deprecationWarning overload that doesn't take a `Symbol`?
(Replace by a default value of `NoSymbol` for the deprecated symbol arg?)

This promotes the () insertion warning from -Ywarn-adapted-args to a
deprecation warning. -Xfuture tunrs it into a compiler error.
Auto tupling remains unchanged for now.
The tests have been fixed the following way:
- Warnings caused by general sloppiness (Try(), Future(), ...) have been
fixed.
- Warnings which raise interesting questions (x == (), ...) received an
updated checkfile for now.

It we can only safely use vals in Definitions for top-level symbols.
Otherwise, when the IDE switches to loading the symbol from source,
we can hold on to a stale symbol, which in turn impedes implicit
materialization of TypeTags.
This commit moves (most) of the accessors for member symbols
into RunDefinitions, and changes calling code accordingly.
This is a win for presentation compiler correctness, and
might even shave of a few cycles.
In a few cases, I have had to leave a `def` to a member symbol
in Definitions so we can get to it from the SymbolTable cake,
which doesn't see RunDefinitions.
The macro FastTrack facility now correctly recreates the mapping
from Symbol to macro implementation each run, using a new facility
in perRunCaches to create a run-indexed cache.
The enclosed test recreates the situation reported in the ticket,
in which TypeTags.scala is loaded from source.

This commit shortens expressions of the form `if (settings.debug.value)` to
`if (settings.debug)` for various settings. Rarely, the setting is supplied
as a method argument. The conversion is not employed in simple definitions
where the Boolean type would have to be specified.

Following up on things that -Xlint told me, sometimes because Mr. Linty
was being sensible and other times just to shut him up so we can hear
better in the future.
- made xml.Equality public because it occurs in public method signatures
- made some actor classes with inaccessible-unoverridable methods final
- eliminated a bunch of "dead code follows" warnings by deleting the
dead code which really did follow - improved the reliability of warnings
about inaccessible types
For the changes in actors, review by phaller.

The former warns when a () is inserted or an argument list is implicitly
tupled. The latter errors under the same conditions. Using these options
I found several bugs in the distribution which would otherwise be nearly
impossible to spot. These bugs were innocuous (I think) but similar bugs
could easily be (and have been) otherwise.
Certain particularly threatening scenarios are at minimum warned about
regardless of options given. Closes SI-4851, no review.
