[SPARK-15171][SQL] Deprecate registerTempTable and add dataset.createTempView
## What changes were proposed in this pull request?
Deprecates registerTempTable and add dataset.createTempView, dataset.createOrReplaceTempView.
## How was this patch tested?
Unit tests.
